In the forest ranges of Booniyar near Baramulla, a boy named Syed Naseer Ahmad Shah was born on 5 January 1929. His father, Ahmad Ali Shah, served as a Forest Range Officer; the family’s deeper roots lay in the village of Teetwal in Karnah. From those mountain beginnings Naseer grew into one of Kashmir’s most respected physicians and medical educators.

He trained in medicine and went to London, where he earned the Membership of the Royal College of Physicians and a specialised diploma that made him the first qualified tropical-diseases specialist in northern India. In England he also met the woman who would become his life partner—Dr. Girja Dhar, a classmate and fellow Kashmiri. Their marriage bridged communities and professions; both would later head departments and institutions that shaped medical education in the Valley.

Back in Srinagar, Dr. Naseer rose steadily through the ranks of Government Medical College. In 1969 the government appointed him Principal and Dean of the Faculty of Medicine, a post he held for thirteen years until 1981. Under his leadership teaching standards rose, infrastructure improved, and a generation of Kashmiri doctors received rigorous training. Colleagues remembered a man of firm principles who refused to compromise on academic integrity or patient care.

One of his juniors once asked him why he continued free weekend clinics in Gulmarg and Tangmarg long after he could have rested.

Dr. Naseer answered quietly, “The mountains do not charge fees, and neither should we when people need care. A doctor’s duty does not end at the hospital gate.”

After retirement he continued private practice at his Dalgate clinic and later served as a Member of the Legislative Council from 1996 to 2002. In 1984 the Government of India awarded him the Padma Shri for his distinguished services to medicine. He was also known for standing by his principles even when it cost him material comfort; after decades of public service his only major property remained the family home.

Dr. Syed Naseer Ahmad Shah passed away on 11 October 2017 in Srinagar at the age of eighty-eight. He is remembered as the physician who elevated medical education in Kashmir, treated the poor without thought of reward, and lived a life of quiet integrity that bridged communities and generations.
