From Ayurveda to Raj Bhavan
An Inspiring Journey of a Physician, Public Servant, and the Newly Appointed Governor of Uttarakhand
When the experience of medicine meets the spirit of public service, an individual’s life can become a source of inspiration for society.
1. A Story That Began in a Village of Madhya Pradesh
Many stories that inspire India begin not on a grand stage or in a magnificent building, but in an ordinary setting. The journey of Dr. Dhal Singh Bisen is one such story.
Dr. Bisen was born on 14 May 1952 in Pipariya village in Seoni district of Madhya Pradesh, into a farming family. Growing up in a rural environment gave him an opportunity to witness the simplicity of village life, the challenges faced by farming families, and the everyday needs of ordinary people. Being born into a farming family means more than being connected to the soil. It also teaches perseverance, patience, and the ability to face adversity.
Village life offers many lessons. When someone falls ill, the entire family becomes anxious. If medical facilities are far away, financial resources are limited, and the illness is serious, the situation becomes even more difficult.
Growing up in such an environment can inspire a person to ask an important question early in life: What can I do to serve society?
Dr. Bisen chose the path of medical education. This decision became an important chapter in his life and helped shape his subsequent identity.
2. Medical Education and the Path of Service
Dr. Dhal Singh Bisen received education in Ayurveda and medicine from the Ayurvedic College in Raipur. Published reports refer to his qualification as an Acharya in Ayurveda. He has been associated with Ayurvedic and homoeopathic medicine.
Becoming a physician is not merely about earning a qualification. It is about accepting the trust with which a patient approaches you, carrying pain, anxiety, and hope.
Imagine a member of a rural family sitting before a doctor. Concern is visible on the patient’s face, and the mind is full of questions.
“Doctor Sahib, will I recover?”
A physician’s response involves much more than prescribing medicines. Listening carefully, offering appropriate advice, and helping the patient regain confidence are also important aspects of medical care.
This imagined exchange does not describe a documented incident from Dr. Bisen’s life. Rather, it illustrates the human responsibility associated with the medical profession.
Medical experience brings a person closer to the realities of society. A doctor understands that illness does not affect the body alone. It can influence a family’s financial circumstances, a child’s education, and the daily routine of an entire household.
When a physician begins to look at society through this wider lens, many avenues of service open up.
3. From Medicine to Politics
The next significant chapter in Dr. Bisen’s life was his entry into politics.
His identity was not confined to medicine. He entered public life and established himself in the politics of Madhya Pradesh. He is a senior leader of the Bharatiya Janata Party. He has been elected to the Madhya Pradesh Legislative Assembly four times and was elected Member of Parliament from the Balaghat Lok Sabha constituency in 2019. He has also served as a minister in the Madhya Pradesh government.
Medicine and politics are different fields, but they share an important principle: understanding people’s problems and making sincere efforts to address them.
A physician generally deals with an individual patient or family. A public representative must respond to the concerns of an entire constituency. Roads, education, healthcare, agriculture, employment, and social development all demand attention.
In an imagined conversation, this transition might be expressed as follows:
“Doctor Sahib, earlier you listened to the problems of patients. Now you listen to the problems of an entire constituency. Is there any similarity between the two responsibilities?”
An appropriate reflective response might be:
“Listening carefully to a problem and making an honest effort to find a solution are essential in both fields.”
This is a literary dialogue, not an actual quotation from Dr. Bisen.
Success in public life cannot be measured by electoral victories alone. Understanding public expectations, making decisions in difficult circumstances, and fulfilling public responsibilities are equally important. Dr. Bisen’s experience as a legislator, minister, and Member of Parliament forms a significant part of his public career.
4. A New Chapter: Governor of Devbhoomi Uttarakhand
On 12 October 2026, President Droupadi Murmu appointed Dr. Dhal Singh Bisen as the Governor of Uttarakhand. This appointment marks an important new chapter in his public life.
Uttarakhand is not merely a state; it is a land nestled in the Himalayas, distinguished by its spiritual traditions, natural wealth, cultural heritage, and biodiversity. It is home to the source regions of the Ganga and Yamuna, renowned pilgrimage destinations such as Kedarnath and Badrinath, a rich tradition of yoga and meditation, and a valuable heritage of medicinal plants and traditional knowledge.
The arrival of a person with a medical background in such a state offers an opportunity for meaningful dialogue on Ayurveda, traditional medicine, and public health.
Imagine a young Ayurveda student asking a question during a discussion at Raj Bhavan:
“Honourable Governor, can Ayurveda and traditional systems of medicine earn greater recognition in the modern world?”
An ideal response would go beyond praising tradition. It would emphasise the importance of research, scientific evidence, education, quality, and public welfare.
The future of Ayurveda will be strengthened when respect for traditional knowledge is accompanied by scientific research. Conservation of medicinal plants, their correct identification, safe use, quality manufacturing of medicines, and evidence-based evaluation of their effects are essential.
This imagined dialogue does not represent a documented statement by Dr. Bisen. Its purpose is to highlight the possibilities for public discussion that may emerge from the appointment of a Governor with a medical background.
5. Ayurveda, Yoga, and the Potential of Medicinal Plants
In Uttarakhand, discussions about Ayurveda and yoga naturally connect with healthcare, tourism, education, local livelihoods, and environmental conservation.
The plants found in the Himalayan region represent more than potential medicinal resources. They are also part of the traditional knowledge and natural heritage of local communities.
However, this natural wealth must be protected carefully. Unregulated harvesting of medicinal plants can damage biodiversity. Conservation, scientific cultivation, community participation, and sustainable use must therefore be given priority.
Uttarakhand also has considerable potential to strengthen its international identity in yoga. Rather than limiting yoga to tourism or public demonstrations, the state can promote proper training, research, lifestyle education, and evidence-based applications in public health.
Under the leadership of Chief Minister Pushkar Singh Dhami, the state government’s efforts relating to healthcare, AYUSH, yoga, and natural resources may benefit from constructive dialogue and guidance from the Governor’s office. The Governor does not administer the government’s day-to-day operations, but within constitutional limits, the office can contribute to discussions involving universities, institutions, and matters of public interest.
Imagine a student asking a question during a university programme on AYUSH:
“Our mountains have so many medicinal plants. Can young people build careers around their conservation and scientific study?”
This question represents the aspirations of many young people who wish to connect their education with the natural wealth of their state.
If research institutions, universities, AYUSH experts, forest departments, and local communities work together, medicinal plant conservation could create new opportunities for rural livelihoods and scientific research.
Dr. Bisen’s appointment certainly creates an opportunity for positive dialogue in this direction. Actual progress, however, will depend on institutional cooperation, policy decisions, adequate resources, and effective implementation.
6. The Perspective of a Physician and the Responsibilities of a Governor
Medical training offers an opportunity to understand human suffering. However, the role of a Governor is distinct and is governed by constitutional responsibilities.
The Governor is the constitutional head of the state. The responsibilities of the office include acting in accordance with the Constitution, considering legislative and other matters through prescribed procedures, and discharging responsibilities connected with universities and public institutions.
Dr. Bisen’s medical background should therefore be recognised as a personal and professional attribute, rather than as a basis for assuming that he will directly administer the state’s healthcare policies.
Nevertheless, his background may provide a distinctive foundation for informed discussions on Ayurveda, traditional medicine, and public health.
The true dignity of a constitutional office lies not only in the authority it carries, but also in respect for its limits and conventions.
7. A Moment of Pride for the Ayurveda Community
As a physician myself, I view this appointment from a special perspective.
Doctors working in different systems of medicine serve society in their respective fields. When a person with a medical background is appointed to a high constitutional office, it is natural for members of that professional community to feel proud and delighted.
Ayurveda has a tradition extending back many centuries. Its real strength lies not merely in its antiquity, but also in its holistic approach to health, its knowledge of lifestyle and well-being, and its potential for continuing scientific investigation.
The challenge today is to ensure that Ayurveda is neither reduced to a celebration of its ancient heritage nor presented as scientifically proven in every respect without sufficient evidence. Quality standards must be strengthened in education, research, medicine manufacturing, and clinical practice.
Dr. Bisen’s appointment may provide an opportunity for the Ayurveda community to bring its experience, knowledge, and aspirations more effectively into public discussion.
8. Expectations from Devbhoomi
The people of Uttarakhand naturally have many expectations. They want migration from the hills to decrease, employment opportunities for young people to expand, education and healthcare to improve, the environment to remain protected, and the state’s cultural identity to flourish.
Meeting these expectations is a shared responsibility involving several institutions and public representatives. The Governor’s office has its own distinct place within this constitutional framework.
Dr. Bisen will have the opportunity to understand a new state, its geographical challenges, cultural diversity, and public aspirations. His long experience in public life in Madhya Pradesh may have given him insight into many aspects of governance and society. Understanding Uttarakhand’s unique circumstances will be an important part of this new chapter.
The value of an appointment cannot be assessed by initial enthusiasm alone. It must ultimately be judged by the achievements of the tenure, respect for constitutional conventions, and contribution to the public good.
9. With Best Wishes
Dr. Dhal Singh Bisen’s journey has taken him from medical education to public life and now to the office of Governor of Uttarakhand. This is an important milestone in his life.
It is natural for the Ayurveda community to welcome his appointment with happiness and pride. It is equally reasonable to hope that his experience and understanding of public life will encourage constructive, evidence-based discussions on Ayurveda, yoga, medicinal plant conservation, and traditional knowledge in Uttarakhand.
As a physician, my sincere wish is that Dr. Bisen discharges his new responsibilities with constitutional propriety, impartiality, and a commitment to public welfare.
May the natural wealth of Devbhoomi Uttarakhand remain protected, its cultural heritage continue to flourish, its young people find greater opportunities, and scientific thinking advance hand in hand with human compassion in healthcare.
Heartiest congratulations and best wishes to Dr. Dhal Singh Bisen from the Ayurveda community.
May he be blessed with good health, sound judgement, and the strength to make a meaningful contribution to the public good. May constitutional traditions be strengthened during his tenure, and may cooperation among the state’s institutions contribute to Uttarakhand’s progress.
Once again, warm congratulations to the newly appointed Governor of Devbhoomi Uttarakhand.
