It will pay part of premium and most citizens will get care in private sector as well. The insurance people don't want to come in an unregulated market. For this purpose the government wants to regulate the market by framing acts like CEA. Also understandable. The catch is that insurance invariably leads to higher billing as can be seen in this case. The American medical sector is extremely costly because of one factor. Prevalence of insurance. It is innate human psychology. When you are not paying , most don't care how much is the bill. Here also if the bill was less than 10 lacs there would not have been a flutter. If we take this as an example of what will happen if insurance is more prevalent we would understand that In the end the rate of premium which was low initially shoots up .Eventually everyone is the looser . Therefore the best system is the free market system where everyone pays for himself taking due care.
