Action Taken
• 3 confirmed cases found in Kerala so far. All patients recovered and have been discharged.
• 2 new positive cases have been detected in New Delhi(travel history of Italy) and Telangana (travel history from Dubai). Both are clinically stable.
• 6 more cases have tested positive in UP having contact history with case in Delhi. Required action as per Cluster Management SOP is initiated.
• An Italian Tourist has tested positive in Rajasthan. 21 other accompanying tourists are being shifted to ITBP Camp for testing and quarantine.
Passengers are further monitored under community surveillance through IDSP network on a daily basis
• 25,738Passengers broughtundercommunity surveillance
• 104 found to be symptomatic and referred,
• 37 hospitalized through IDSP network
• 15 labs are operational.
• Reagents to test up to 25000 samples made
available.
• 19 additional labs are being opertaionalised
• Screening at 21 Airports, 12 major seaports and565 minor seaports and land crossings particularly bordering Nepal.
• Universal screening for all flights from Singapore, Thailand ,Hong Kong, Japan, South Korea and China at earmarked aero-bridges.
• Universal screening also started from Vietnam, Malaysia , Nepal, Indonesia, Iran and Italy.
• 645 Passengers were brought from Wuhan, China through special aircrafts and kept for 14 days quarantine in Army camp, Manesar and Chhawla camp of ITBP.
• All evacuees are discharged on 18th February 2020
Earlier Travel Advisory:
• Existing visas (including eVisa already issued) are no longer valid for any foreign national travelling from China.
• Indians have been advised to avoid non-essential travel to Singapore, Republic of Korea, Iran and Italy
• People coming from Republic of Korea, Iran and Italy or having such travel history since 10th February 2020 may be quarantined for 14 days on arrival to India
•FacilityofvisaonarrivalfromRepublicofKorea andJapanissuspended
Latest Travel Advisory

In supersession of all earlier advisories , the latest Travel Advisory mentions :
• All Regular/eVisas/ issued to nationals of Italy, Iran, South Korea and Japan issued on or before
March 03, 2020 and who have not yet entered India, stand suspended with immediate effect.
• Regular/eVisa issued to nationals of Peoples Republic of China issued on or before February 05,
2020 were suspended earlier, which shall remain in force.
• Those requiring to travel to India due to compelling reasons, may seek fresh visa from nearest
Indian Embassy/Consulate.
• Regular/eVisas issued to all other foreign nationals who have travelled to Peoples Republic of China, Iran, Italy, South Korea and Japan, on or after February 01, and who have not yet entered India, stand suspended with immediate effect.
• All foreign and Indian nationals entering into India from any port, are required to furnish duly filled self declaration form including personal particulars and travel history to Health officials and Immigration officials at all ports.
• Passengers (foreign and Indian) arriving directly or indirectly from China, South Korea, Japan, Iran, Italy, Hongkong, Macau, Vietnam, Malaysia, Indonesia, Nepal, Thailand, Singapore must undergo medical screening at port of entry.

Situational Status in India
 
Cruise Ship Diamond Princess under quarantine at the Port of Yokohama.
• Total of 705 people on board the cruise have been confirmed to be infected with the disease
• It has 132 crew members and 6 passengers from India.
• As of now 16 Indian national have tested positive and taken to hospitals for treatment.
• As of now 124 people are brought back through Air India flight on 27th February morning including 5 foreign nationals .
• They are kept in Army Facility at Manesar
• 1st Test complete. All Negative
Evacuees from Wuhan
• Total of 112 people inclusive of nationalsfrom Myanmar(2), Bangladesh(22), Maldives (2), Chinese (6), South African(1), USA(1) and Madagascar(1) from Wuhan.
• The evacuees have reached Delhi on 27th February morning and kept at ITBP camp
• 1st Test complete. All Negative

• Secretary (H) has allocated States to all Joint Secretaries in Ministry of Health to assess the preparedness of States for COVID-19
• A checklist provided to all JSs for follwup on preparedness at State level.

• 8 central teams visited districts adjoining Nepal border and reviewed the activities at border crossings and adjoining villages
• More than 3360 Gram Sabha meetings conducted in 21 Bordering Districts in 5 States.
• 9.5 lakhs persons screened at Nepal border.

Working with the States
Oversight mechanism
• Senior level officers from MoHFW deployed to guide states on the activities being undertaken by States/UTs (by using a checklist) and also stress on the need for continued vigil.
• Bi-weekly VC
with all States/Uts and also Central Ministries/depart ments
Plans and Procedures
• Cluster containment plan shared with all States/UTs
• A mitigation plan
for anticipated COVID Pandemic is being prepared and will be soon shared with all States
• Guidelines/ Protocols/ SOPs shared with the States
Surveillance at POE
• Surveillance at Point of Entry strengthened (based on the risk assessment) involving personnel drawn from the State Governments.
Laboratory support
• In addition to existing lab network of 15 labs, 35 more labs are being activated to
• expand the network of laboratories,
• expand collective testing capacity and
• improve accessibility for all States/UTs to the laboratory network
• Reagents for testing
additional 30000- 50000 samples being procured
Working with the States
Logistic Support
• Central inventory of 50,000 PPE Kits and 2 Lakh N-95 masks
• further procurement is being done for additional 1.5 Lakh PPE Kits and 3 Lakh N-95 masks.
• Indigenous manufacturers identified to manufacture PPE (coverall) with minimum acceptable standards with a combined capacity of 30,000 coveralls per week.
• Logistic in terms of PPE Kits, N-95 masks etc. has been provided to Kerala, Maharashtra, Puducherry, Uttarakhand, Manipur, Delhi, Mizoram, Bihar, UT of Ladakh so far
Risk Communication
• Risk communication material identified for immediate roll out for creating awareness on simple public health measures.
Capacity Building
• A National level training of trainer (ToT) workshop being organized by MoHFW in collaboration with WHO on 6th March, 2020 – With participants from all States/Uts
• ToTs being also done for
ESIC, Defence, Railways, Paramilitary forces, Steel Ministry run Hospitals
• In the second phase – State level ToTs to be initiated in second week of March, 2020
• This is to be followed by
district level and hospital level training.

Countries imposing restrictions on entry from Iran and other COVID-19 effective countries
Australia : Anyone who is not a permanent resident or citizen of Australia would not be allowed to enter Australia until 14 days after they had left Iran
Kiribati : Kiribati has imposed an entry ban on China, Japan, Malaysia, Singapore, South Korea, Thailand, U.S. and Vietnam requiring the persons from these countries to spend at least 14 days in a country free of COVID-19
Germany : Insisting all travelers arriving from China, South Korea, Japan, Italy and Iran to declare their health status.
Thailand: All arriving Chinese tourists must provide medical certificates stating that they are healthy and free of infection from Corona Virus.
